The adoption and adaptation process of Share-Holding Integrated Forest Tenure (SHIFT) System, a unique organizational innovation for local forest management in China, revealed the dynamics between the natural ecosystem and the social context at an unexpected level as well as the potential pitfalls in policy-making and management given such complexity.
